You need at least 3 server admins to say yes to your application to be an approved member of KotSC.
If you recieve more than 4 NOs, then your application is denied.
If your application recieves 3 YES and 3 NOs then your application goes into limbo, where it will stay until an admin either changes his decision or it is decided another way.
Also, the input of regular members is not ingnored, so even if they put "I know it doesn't count but i say YES because --" their view is still taken into consideration.

Do note, that if regular members want their view to be taken into cincideration they HAVE TO CONTAIN A VALID ARGUMENT, examples could be "He's a good / fair ZM" "He makes me laugh and is generally well-liked", "he knows the rules and remind other people about them in an orderly fashion" and that sorta stuff.
Just saying "My vote dont count, but i say yes" does not show a proper point of view
